My jawline and around the mouth is always peeling even when I mosturize so much and I also exfoliate 2 times a week. Can anyone help??

This might sound counter intuitive, but stop exfoliating. Or at least physical exfoliation. I know for me any kind of physical scrub, no matter how tiny the particles, will completely dry my skin out. I rely entirely on chemical exfoliants like retinoids, alpha hydroxy acids, etc. the roughest I get with my face is a washcloth. Try that for a few weeks. If that doesn't clear it up, see a dermatologist. You might need something a little stronger.
